Internationally, in July this year, the International Maritime Organization adopted the "2023 Ship Greenhouse Gas Emissions Reduction Strategy" to strongly promote the reduction of greenhouse gas emissions in the international shipping industry. According to calculations, the electricity consumption of an international container ship at one port call is about 18,000 kilowatt-hours, and the electricity consumption of a cruise ship at one port is about 75,000 kilowatt-hours. They are the average electricity consumption of inland river ships (200 kilowatt-hours per time). ) 90 times and 375 times. The container ship displaces 4.2 tons of fuel once it docks, reducing carbon dioxide emissions by 13.4 tons. In terms of the construction of green shipping corridors, China and the United States focus on improving the configuration rate of shore power receiving facilities for ships on the Shanghai Port-Los Angeles Port route, the rate of using shore power at ports, and the use of clean energy. In the field of inland waterway shipping cooperation between China and Germany, it is also clear that they will jointly promote the use of shore power for international navigation ships on the Shanghai-Hamburg route. my country's actions to demonstrate and promote the use of shore power for container ships and cruise ships on international routes when docking at ports are measures to implement my country's responsibility as a major country in reducing greenhouse gas emissions from shipping.

II. Regarding the scope of enterprises participating in the demonstration action

After extensive solicitation of opinions, 10 international container liner companies, 7 international cruise lines, 14 international container port companies, 9Cruise port companies voluntarily participated in the demonstration action. Other international container liner companies, international cruise companies, international container port companies, and cruise port companies are encouraged to participate in the demonstration and promotion.

　3. Work objectives

In terms of the installation rate of power receiving facilities on ships, by the end of 2024, international cruise companies will have the Cruise ships berthing at cruise ports with shore power supply capabilities have power receiving facilities. By the end of 2025, 40% of international mainline container ships (including owned and leased ships) of international container liner companies calling at ports with shore power supply capabilities will have power receiving facilities. The China Shipowners Association actively coordinates and guides demonstration shipping companies to promote the use of shore power for container ships and cruise ships on international routes at ports in accordance with this action plan.

The fifth is to strengthen work guidance. Relevant provincial transportation authorities have guided port enterprises to establish task lists and implement them berth by berth; provincial power companies have strengthened their support for the capacity expansion and facility construction of relevant terminals. Relevant departments and bureaus of the Ministry of Transport, together with provincial transportation authorities, will strengthen guidance on the construction and use of shore (receiving) power facilities for ports and ships, and report progress.
