In 2022, Guangzhou City proposed to "adhere to industry first and establish manufacturing as a city." In October 2022, the 20th National Congress of the Communist Party of China proposed to insist on focusing economic development on the real economy, promote new industrialization, and accelerate the construction of a manufacturing power. 2. Main content

"Policy Measures" has 11 aspects and 18 measures. The main contents are as follows:

The first aspect is to strengthen the investment and construction of key industrial projects. Article 1 focuses on the key industrial chains of the “14th Five-Year Plan”. Clarify the key points of the industrial chain and promote investment and construction of advanced manufacturing projects.

The second aspect is to build high-quality industrial layout space. Article 2 creates a new model of coordinated development spatial layout, Article 3 plans and constructs high-level industrial carriers, and Article 4 focuses on improving land use efficiency. According to the existing industrial characteristics and advantages of each district, the key points of industrial development in each district will be laid out to improve land use efficiency.

The third aspect is to promote the construction of scientific and technological innovation platforms. Article 5 promotes the deep integration of industrial chains and innovation chains. Clarify the focus and methods of investment promotion, encourage "chain owner investment promotion", "introducing business through business" and "introducing enterprises through enterprises", and increase the introduction of new business formats.

The sixth aspect is to increase investment incentives in the manufacturing industry. Article 12 Increase financial support for advanced manufacturing. For manufacturing projects with a total investment of more than 1 billion yuan in our city during the "14th Five-Year Plan" period, on the basis of an inclusive investment reward of no more than 2% of the new actual fixed asset investment at the provincial level, the municipal finance will provide 1:1 supporting support.

The eleventh aspect is to increase overall planning and coordination. Article 18 establishes a project planning and coordination mechanism.
