1. Standardize bidding requirements

Qualifications, technology, and business conditions shall not be set in disguise to set unreasonable conditions or discriminatory terms to restrict or exclude the first (set) major technical equipment manufacturing enterprise from participating in the bidding.
(3) Bidding activities shall not exceed the actual needs of the bidding project or apply specific product setting technical parameters. 3. Strengthen supervision and inspection
